Transneft to receive right to place a part of tender on a secret list

The Ministry of Energy of Russia has drafted a government decree, which entitles the company Transneft not to disclose publicly information on some tenders for the construction and repair of the pipeline systems and not to post it on official websites of public procurement. The decree can come into force in autumn.

Russian law "On Procurements" demands the oil transportation company to disclose the exact characteristics of trunk oil and oil product pipelines for tenders. However, the Ministry of Energy believes that the publication of these data in the public domain could affect the safe operation of the pipeline system.
