Oil companies and Russian Ministry of Energy don’t want to prepay for pipes

The pipe companies haven’t been able to lobby for the mandatory prepayment for purchases of its products by state-owned companies. The Deputy Prime Minister Arkady Dvorkovich instructed the Ministries to consider this possibility in April, the initiative was supported by the Ministry of Economy and Ministry of Industry, but opposed the Ministry of Energy, supported oil companies, which referred to the need to reduce the cost of the stat-owned companies.

Although in April, the Deputy Prime Minister, Arkady Dvorkovich instructed the Ministry of Energy, Ministry of Economy and Ministry of Industry to consider inclusion of advancing purchases of pipes in the trade and purchasing policy of the state-owned companies (not less than 30%), the situation didn’t budge, sources of the Kommersant on the market report.
