Rosneft may not be able to pump additional oil to China in the 3rd quarter of 2013 because of late application

Transneft hasn’t waited for application of Rosneft on pumping of additional volumes of oil to China in the 3rd quarter of 2013. Rosneft had no time to solve their disagreements with the Chinese partners on the price of additional oil.
