The Minister of Oil & Gas of Kazakhstan S. Mynbayev says that Russia can start oil deliveries to China via the Atasu-Alashankou pipeline in 2014. Negotiations about the issue are being held now. Kazakhstan and Russia can perform swap operations. Maybe, Russia will ask to supply oil raised in swap-operations with Kazakhstan to Alashankou. Mr. Mynbayev cannot name the precise volume but the sides negotiate about swap-operations at a rate of 7 million tons.
