Transneft will probably attract state funds to ESPO broadening

Transneft will probably attract state funds to the broadening of the  ESPO pipeline, not at the expense of borrowings, the adviser of the company’s president I. Dyomin says. He confirms that the Eastern direction is super-premium now. The premium is $50 per ton in comparison to the western directions, thus it’s in super-demand. He emphasizes that to meet the wishes of all oil companies they have to broaden the capacities, and to hold by 2018 all the measures, planned initially by the end of 2020.

Transneft understands that the oil producers are unlikely to appreciate the initiative for the enlargement of the tariff but has no other way-out. Mr. Dyomin explains that if they use the state funds then the company will return them via the tariff revenue. That’s why the company suggests to presuppose an additional tariff for the ESPO pipeline that will act for exports only. Transneft is concerned that in such case that its oil transporting tariffs via the whole system will be frozen..
