Artemiyev freezes ESPO

Expert of the Rosbalt Andrei Mikhailov talks about a purely political solution of the FAS to reduce the indexation of Transneft’s tariffs on pumping of raw material to the level of a target, not real inflation.

Instead of the forced increase in oil supply in the direction of the Pacific Ocean, intended by the Government 1.5 years ago, the FAS, in fact, offers to freeze the construction of new facilities in the eastern direction, the expert write. If the draft order of the antimonopoly authority on establishment of tariffs for Transneft’s services to transport oil through the pipelines from 2016 is approved, the entire increase in the oil production will be able to be transported only to the West.

According to the Interfax, in its calculations the FAS replaced general inflation for 2015 with forecast for 2016. Thus, the planned indexation of the existing tariff by 10% turned to 6.12%, resulting in the decrease of the Transneft’s income, intended to be used to expand ESPO, by 172 billion rubles. Adopted at the beginning of last year, the government decree took into account in the scheme of indexation of the oil transportation tariffs the opportunities to increase the shipments to the East as a result of the expansion of the ESPO oil pipeline system from 45 to 80 million tons by 2020, Mikhailov recalls.
