The economic budget losses from the activity of the mini-refineries (excluding the criminal schemes) are estimated at $ 2.3 billion, Peter Degtyarev, the director NK "Rosneft", stated in the course of the expert council of "Transneft" department.
According to him, due to the fact that the mini - refineries produce, unlike the refineries of the vertically integrated companies, mainly heavy oil and straight-run gasoline, which reduce revenues to the budgets due to the shortfall in excise duties for light oil. He explained that in a processing cycle of mini-refineries there are no secondary processes involving the production of light oil, which brings the main income of the budget. At the same time, according to "Transneft", mini-refineries mainly consume the sweet crude.
