Transneft has problems with the expansion of ESPO

Transneft announced its plans on an expansion of ESPO pipeline are up in the air, as the company has got shortfall in income.
The question is, oilmen will not be able to fill the new oil pipelines Kuyumba-Taishet and Zapolyarye-Purpe. So, the shortfall in income of the company might make up 180 billion roubles before 2020. The project on an expansion of ESPO is valued at 172 billion roubles.
