An oil refinery costing 45 billion rubles will be built in the Kuybyshev district of the Novosibirsk region. The investment payback period is within 5 years. Currently they are solving the financing of the project with a bank and the oil sector participants. The construction will begin after the achievement of the agreement about financing. They do not name the investor. They have agreed the project of the plant's design by Omsk Mostovik NPO, and have selected the general contractor, the Novosibirsk Sibacademstroy JSC.
