Pump or pay.

The oil companies must use the Kuyumba - Taishet and the Zapolarye - Purpe pipelines under construction on the principles of "ship-or-pay", the government decided. Otherwise they will lose the benefits.

Until September 15 "Rosneft", "Gazpromneft" and "Gazprom" have to submit the updated charts of oil and condensate delivery to pipelines to the Kuyumba - Taishet and the Zapolarye - Purpe pipelines for the period of up to 2025 to the Ministry of Energy and "Transneft", as it was decided at a meeting held by Arkady Dvorkovich, the Vice Prime Minister, on August 21 ("Vedomosti" has the copy of the report). Then the transport monopoly will prepare draft service contracts to pump oil providing its payment regardless of the actual transport (the "ship-or-pay" principle).
