Russian Ministry of Environment and Natural Resources suggests license coal deposit with open-cut mining

Ministry of Natural Resources and Environment together with the Ministry of Energy is preparing a new coal deposits licensing program.
The head of the Ministry of Natural Resources S.Donskoi stated about the innovations on April 20, 2016.
One of the most important points of the new program is safety.
To achieve it the Ministry of Environment plans to license only the subsoil areas where coal mining is carried out by open-pit mining method.
