The state company is against giving the competitors access to it.
"Rosneft" has entered into an open struggle against the liberalization of access to the Russian shelf, accusing the RF Ministry of Natural Resources of lobbying the interests of LUKOIL. According to "the Kommersant", in March Igor Sechin began to defend his point of view, with less care about its risk of exploration monopolizing by state "Rosgeologiya", which also follows the proposals of the RF Ministry of Environment. Deputy Prime Minister Aleksandr Khloponin, the RF Ministry of Energy and the RF Ministry of Economy support the Ministry. But the Prime Minister Dmitriy Medvedev, according to sources of "the Kommersan", is closer to the position of Igor Sechin, and in any case Vladimir Putin will make the decision.
The ex-head of "Rosneft" creates a joint venture with Alliance Oil.
In the biggest deal in the oil industry since "Rosneft" bought TNK-BP: the former head of the state company Eduard Hudaynatov, who went into private business, fulfilled Igor Sechin’s precept "to develop new ambitious projects in the fuel and energy sector" and combined assets in a joint venture with the Bazhaev family’s Alliance Oil. The total value of the joint venture could be up to $ 6 billion. Mr. Khudainatov’s independent oil and gas company receives 40 % in the joint venture, the top manager will become a CEO. But experts believe that in the future the "Alliance" group and Musa Bazhaev will leave the oil industry and focus on platinum.

The head of “Rosneft” I.Sechin said that the deal on a purchase of the gas assets of “ALROSA” by “Rosneft” can be closed in the next few weeks. Earlier, the State Anti-monopoly Service of Russia granted a request of OJSC “TNK-BP Holding” (Rosneft controls 95%) on the acquisition of 100% shares of CJSC “Geotransgas” and 100% of “Urengoi gas company” Ltd.
According to experts, the purchase of a gas-producing subsidiary from ALROSA will give an extra synergy effect to the assets, which fell under the control of “Rosneft” after the acquisition of “Itera”, as “Geotransgas” owns a licence for the development of part of the Beregovoye gas condensate deposit in the Yamalo-Nenets Autonomous Area, where “Itera” operates too.
The Federal Anti-Monopoly Service has approved the application of OJSC “TNK-BP Holding” (Rosneft) on the purchase of 100% of “Urengoi gas company” Ltd and CJSC “Geotransgas”. It became known from the statement of the press-service of the department.
CJSC “Geotransgas” was acquired by ALROSA Group in 2006 together with “Urengoi gas company”. The total resources at the licensed sites in the Yamalo-Nenets Autonomous Area, according to DeGolyer&McNaughton, make up 187 billion cubic meters of gas and 26.4 million tons of condensate at present.
The merger of BP-TNK and Rosneft affected the work of Tyumen machine-building enterprises, General Director of Electron experimental plant and the Chairman of Machine-building Association of the Tyumen Region Vladimir Zhezhelenko believes.
“The payments for the orders of TNK to Electron and other regional enterprises are delayed. All our contract agents lost their letters of authorities and there are no new letters”, he said. As he reported, electron is provided with orders for three quarters, however, there is some decline in the tender activity, the tenders for Q3-4 are very few.
Renova Group will invest 15-20% of funds raised in sales of its shareholding in BP-TNK to KES-Holding, the co-owner of the Group V. Vekselberg says. He hopes that this investment will recoup itself within a sensible period of time. In his opinion, for the energy sector, the recoupment threshold of 6-8 years is quite sensible. He emphasizes that investment to the sector is compensated now at the expense of such an instrument as incremental capacity agreements. The program has been admitted in time and properly.
