Severstal supports import substitution potential

​Severstal increased the volumes of purchase from the enterprises of the Vologda region in the framework of the import substitution program at the Cherepovets metallurgical plant.
The growth of import substitution positions is due to the strategic approach in the work with the suppliers from Vologda. Severstal signed 11 long-term agreements with them. One of them is Autospetsmash Ltd. in total in 2016 Severstal will purchase products for over 250 mln roubles and the stake of the purchase will make up 60% in the total volume of production of the supplier.
In the past years Autospetsmash increased the number of products demanded by Severstal by a few times. The most important of them are the supplies for the steel making production of the Cherepovets metallurgical plant.
The signed contract presupposes the price making by formula with fixed prices, stabilization and increase of quality of products as well as the foundation of the consignation storehouse on the basis of Autospetsmash.

Russian Govt may support production of alloy raw materials

The Russian Ministry of Natural Resources has offered a range of state benefits for development of deposits, providing Russian steelmakers with alloy raw materials to reduce their dependence on imports (more than $500 million per year). Thus, the Ministry proposes to nullify the severance tax for new projects, to use the Federal State Reserve Agency’s purchases to support the demand, to decrease tariffs of monopolies. A number of manufacturers welcome the idea of ​​the state support, but the position of metallurgists is more cautious: according to sources of the Kommersant, the imported alternative holds back prices of the Russian raw materials suppliers.
The Ministry of Natural Resources has proposed to support the development of deposits of solid minerals that are important to reduce dependence on imports of iron and steel on account of the budget; this follows from the letter of the Deputy Minister, head of Rosnedra Evgeny Kiselyov dated April 8 to the Ministry of Industry. The Ministry prepared the proposals on behalf of the Deputy Prime Minister Arkady Dvorkovich, who held a meeting with steelmakers in February.

"Rusal" offers to increase demand for aluminium in Russia due to the production of windows and wheels.

"Rusal" was interested in the development of the internal market of aluminium and among measures of increasing demand for the metal offered to organize production of wheels, radiators and aluminium windows as part of import substitution, CEO Vladislav Soloviev told reporters on the sidelines of the Krasnoyarsk Economic Forum.
