Japanese corporation interested in the construction of a refinery and small LNG plants on Sakhalin

Japanese companies JGC, Mitsubishi Corporation and Mitsui & Co Ltd have been interested in participation in the Sakhalin region’s projects for the construction of small LNG plants, refinery and creation of gas chemical production, the press centre of the Government of the Sakhalin region reports.
This issue was discussed at the meetings in Tokyo with leaders of these companies by the Russian delegation, headed by the plenipotentiary representative of the President in the Far Eastern Federal District Yuri Trutnev. The delegation also included the Sakhalin Governor Oleg Kozhemyako.
The Russian delegation discussed the prospects of the further development of the Sakhalin-2 project with the leadership of the corporations Mitsubishi Corporation and Mitsui & Co Ltd. "The prospects are connected with the construction of the third production line of the LNG plant of the Sakhalin-2 project, increase in the output of products, creation of the island gas chemical production. Also the Japanese corporations might be involved in the implementation of local projects, connected with the use of the Anivskoye gas field in the south of Sakhalin," – the statement says.

In April, Russian Federal Service for Ecological, Technical and Atomic Supervision to hold inspection of Sakhalin-1 and Sakhalin-2

In April, Russian Federal Service for Ecological, Technical and Atomic Supervision will hold inspection of Sakhalin-1 and Sakhalin-2, implemented on the basis of production sharing agreements (PSAs), said head of the Service Alexei Alyoshin.
"The next inspection will be held in April 2016 of this year," - he said. The inspection will be carried out under the constant supervision of the state, the head of the Department stated.

Petrochemical companies of Tatarstan strengthen cooperation with large Japanese companies

Tatarstan’s President Rustam Minnikhanov has held a series of meetings with major Japanese companies in the framework of his working visit to Tokyo, said the press centre of the President.
So, Rustam Minnikhanov met with president of Toyo Engineering Corp Kiyoshi Nakao and managing director of Ikuo Mitsui Corporation Kasama. The sides discussed current projects of Toyo Engineering and Mitsui, implemented in Tatarstan, and outlined ways for further cooperation.

In 2015 revenues from the Sakhalin Energy LNG exports decrease by 13.3% to $ 4.5 billion.

In 2015 Sakhalin Energy Company exported liquefied natural gas (LNG) for the amount of $ 4.546 billion, which is 13.3% lower than a year earlier, the materials of the Federal Customs Service (FCS) inform.
In 2014 LNG export value was $ 5.243 billion, Tass reports.

Turkmenistan begins to build TAPI.

Turkmenistan begins to build TAPI without solving the key challenges of the project.
Turkmenistan started the construction of TAPI gas pipeline to India. However, currently the prospects of the project worth $ 10 billion remain uncertain: no western company was included into the consortium for the construction of the pipe. It is also unknown who will build and provide security for the Afghan section of the gas pipeline.

By 2016 Sakhalin authorities expect final investment decision on 3rd turn of "Sakhalin-2".

Sakhalin authorities expected that the final investment decision for the construction of the third stage of a gas liquefaction plant in the framework of the project "Sakhalin-2" would be taken in 2016, the Sakhalin Governor Oleg Kozhemyako stated at the forum "Sakhalin Oil and Gas".
"We expect that the decision will be made in 2016. Sakhalin Energy plans to implement the project within the next 3-4 years", - he added.

Court to consider Rosneft’s cassation on access to pipeline on Sakhalin

On Wednesday, the Arbitration Court of the Far Eastern District (Khabarovsk) will consider the cassation appeal of the largest Russian oil company Rosneft to acts of the lower courts, which rejected its claim to the operator of the Sakhalin-2 project the company Sakhalin Energy (50% plus one share belong to Gazprom) for access to the gas pipeline, owned by the project.
Rosneft, which is a part of the consortium of the Sakhalin-1 project, planned to use the pipeline to transport up to 8 billion cubic meters of gas per year from its fields in the north of Sakhalin to a gas liquefaction plant, which Rosneft and its partners, such as ExxonMobil, are going to build in the south. Sakhalin Energy stated about the absence of spare capacity to transport gas of the plaintiff.

​Gazprom and Mitsubishi (Japan) have considered the perspectives of cooperation in the sphere of LNG, Gazprom reports.
The parties discussed the main issues of cooperation in the gas sphere. It was about the perspectives of development of cooperation in the sphere of LNG, including in the framework of the Sakhalin-2 project.
Mitsubishi Corporation specializes in the production and sale of various products – from textile to cars and equipment; managerial consulting; attraction of modern technologies, organization of financing and coordination at the realization of projects.
In 2009 in the framework of Sakhalin-2 the first in Russia LNG plant was put into operation with the project capacity of 9.6 mln tons of LNG a year. The operator of the project Sakhalin-2 is Sakhalin Energy.

GNS requests 26.6 billion roubles for the construction of acrylates complex.

Bashkir company "Gazprom Neftekhim Salavat" (GNS), one of the largest Russian petrochemical producers, had applied for the allocation of 26.6 billion roubles from the National Welfare Fund (NWF), to finance the project for the construction of the complex of acrylic acid and acrylates in Bashkiria, the source familiar with the company's plans told the Interfax.
The project cost is estimated at 38.9 billion roubles. The company is ready to invest 10.2 billion roubles of its own funds, to loan another 2.1 billion roubles, and the rest it wants to attract from NWF. This limit on the co-financing of the NWF is 40% of the total project cost (15.6 billion roubles for the project).
