A large metallurgical enterprise is being constructed in Istiklol, the Sogodiysk region of Tajikistan.
In the north of Tajikistan a Chinese company constructs a large metallurgical plant on lead and zinc production.
The investment into the construction is assessed at $200 mln. After the putting into operation, 1,300 work places will be formed at the plant in Istiklol. According to the local Government, 90% of employees will be the citizens of Tajikistan.
Now about 100 people are working at the site.
Istiklol is located near rich deposits of polymetallic ore. Uranium has been produced there for about 20 years already. Then the production of uranium was shut down.
The Government of China stimulates the transfer of metallurgical capacities to other countries of the world as it is pressurized by the West than accuses China of problems in the world steel market caused by the over production and surplus capacities.
China is negotiating on the construction of its plants with Russia and Kazakhstan and other countries.

The Government of Tajikistan deleted gold-producing State-owned republican enterprise “Tilloi Tochik” from the privatization programme for 2014-2016. It goes from the materials of the State Committee for Investments and Public property Management of Tajikistan.
At first, it was in the list for privatization in 2014-2016, but it was deleted from the list in April 2015 and added again in June 2015. The sale of “Tilloi Tochik” was planned for Q4, 2016.
In the first seven months of the current year, the volume of the mining industry in Tajikistan increased due to the mining of coal - by 18.3%, lignite - 5.5%, oil - by 2.8%, gas - 1.6 times, non-metallic materials – by 28.1%.
Is "Talco" ready to "roll"?
The largest aluminum plant in Tajikistan "Talco" has signed an agreement with Glencore International and Talco Management Limited on the commissioning of 200 aluminum smelting furnaces.
The State Company "Talco", Glencore International and Talco Management Limited have agreed to resume work on 200 aluminum smelting furnaces. A source in "Talco" told Radio Ozodi that the agreement had been signed on October 15, 2014.
The Swiss company Glencore International will begin work in the winter, and by the summer of 2015 the furnace will be launched.
The Chinese Tebian Electric Apparatus (TBEA) has been granted the license for geological prospecting, exploration and extraction of gold and accompanying mineral resources at 2 golden ore deposit in Northern Tajikistan until 2017, the local mass-media report.
Earlier Tebian Electric founded specially for the work in Tajikistan the subsidiary ТВЕА Dushanbe Mining Industry that completes now geological exploration at the deposits of Eastern Duoba abd Upper Kumarg in the Sogdi region.
The Trader Glencore, which owns 8.75% of UC Rusal, is ready to invest into the modernization of the Tajik Aluminium Company (Talco). Meanwhile, the agreement of UC Rusal’s shareholders implies restrictions on the purchase of core assets by the parties, and the company itself has been trying to recover $274 million of debt from Talco. Sources of the Kommersant believe that Glencore can make the payments a condition of the investment.
The Tajik President, Emomali Rahmon has discussed cooperation in the production, processing and sale of aluminium with head of the Glencore AG’s aluminum unit Andrew Kaplan. Glencore “intends to contribute to the technological modernization of the state unitary enterprise Tajik Aluminium Company (Talco) and to restore the production capacity of the plant," the press centre of the President specified. Talco is the only aluminium producer in Tajikistan. Its capacity is over 500 thousand tons per year, but in 2013 only 216.4 thousand tons were produced, the plant made the loss in the amount of $40 million. In 2003, UC Rusal, in which Glencore owns a 8.75% stake, began working with Talco, planned to take a controlling stake in the plant, but in 2004 the partnership ended, and the companies began to be at low since 2005. In October 2013, UC Rusal reported that according to the decision of the International Commercial Arbitration in Switzerland Talco owed the Russian company $274.3 million. The court rejected a counterclaim against a structure of UC Rusal for $400 million.
In January-July of this year, gold production in Tajikistan increased by 5.23% as compared with the same period of the previous year, the Minister of Industry and New Technologies of the Republic Shaukat Bobozoda reported at the press conference in Dushanbe on Thursday.
The primary aluminium production fell by 54 thousand tons in Tajikistan in H1 2014. The Minister of Industry and New Technologies, Sh. Bobozoda said. From the beginning of 2014 the aluminium production at “Talko” aluminium company made up more than 60 thousand tons, by almost twice less than in H1 2013.
In H1 2013, 115 thousand tons of aluminium were produced. The output of this metal fell due to a number of reasons, including the objective ones. It is connected with the clay supplies and exports of goods. Mr. Bobozoda said that a working group to work out the program on the improvement of the aluminium company’s activity was founded.
