Gas pumping via Ukrainian gas transportation system falls to volumes that threaten its work

Volume of Russian gas pumping via the Ukrainian gas transportation system has fallen to 70 billion cubic meters that threatens maintenance of its reliable condition; at the same time, the export potential of the system may be 180 billion cubic meters in the future, the Ukrainian President Viktor Yanukovich stated.

Oil supplies via ESPO will be 38.6 million tons in 2014

Oil supplies via ESPO will be 38.6 million tons in 2014, including 15.6 million tons to China via the branch of Skovorodino – Mokhe, and 23 million tons via the port of Kozmino, the final point of ESPO, Interfax reports referring to the Vice President of Transneft M. Barkov. The company has received a letter from Rosneft, additional oil supplies via Skovorodino – Mokhe will be 600,000 tons only.

In 2014, Russia introduces the new order for mineral tax rate setting in gas and gas condensate production. Now they have set special (firm) mineral tax rates for gas and gas condensate, 622 rubles per 1,000 cubic m. The rate is corrected by coefficient of 0.646 for all categories of the tax payers with exception for the owners of the objects of the Sole gas supplying system and/ or the organizations with total shareholding of such owners of over 50%, and 590 rubles per ton of gas condensate.

On December 18, the daily oil and gas condensate output was 1.4529 million tons in Russia

On December 18,  the daily oil and gas condensate output was 1.4529 million tons in Russia, the Central Dispatcher Department of Fuel and Energy Sector reports. Production was 563,000 tons in Rosneft, 237,300 tons in Lukoil, 168,600 tons in Surgutneftegaz, 136,500 tons in Gazprom Neft, 72,200 tons in Tatneft, 45,400 tons in Bashneft, 58,800 tons in Gazprom and 23,500 tons in Russneft.

The Federal Property Management Agency prepares to sell government’s stake of Inter RAO UES to Rosneftegaz

The Federal Property Management Agency has prepared a draft solution on privatization of the government’s stake in the amount of 13.76% of Inter RAO UES’ shares in favor of Rosneftegaz.
“We submit it to the Government,” – the Agency’s Head Olga Dergunova said to journalists.
Answering for the question if privatization of the government’s stake of Inter RAO UES for Rosneftegaz’s benefit is planned, Dergunova said: “yes, of course”.

The legislative and the tax codes of the RF to limit the investment in the oil and gas sector

Large tax load, lack of tax preferences for investors and the risk of unforeseen actions and the state interference with entrepreneurship  are the factors limiting direct foreign investments in Russian oil and gas sector, is said in the report of Moody’s.
The agency notes, the foreign investment is necessary, as it can help Russia develop hard-to-get reserves and geographically remote and complicated regions as their traditional hydrocarbon reserves get exhausted.

Advanced petroleum refining unit is completed at Kirishi refinery

Surgutneftegaz has completed construction of an advanced petroleum refining unit at Kirishinefteorgsintez (Kinef, the Leningrad region), the Ministry of Energy’s press centre reported.
At the beginning of December, 2013m the company sent a letter to the Ministry of Energy, in which it informed about fulfillment of quadrilateral agreements with Ministries on upgrade of oil-processing capacities and 100% completion of commissioning and start-up at hydro cracker unit at the Kirishi refinery.
