Can Europe reject Russian gas?

Crisis in relations of Gazprom with the Ukraine has again made Europe think about diversification of energy sources. The European Commission has prepared an ambitious plan to reduce its energy dependence on Russia, which affects not only gas, but also oil and uranium supplies from Russia. The document, which will be discussed at the EU summit on June 27, is skeptically taken by European business, but has increasing support of politicians.

A closed reception on the occasion of the start of the energy forum, organized by the Munich Conference on Security and Frankfurter Allgemeine Zeitung, took place in Berlin, on May 27. EU Energy Commissioner Guenther Oettinger spoke before a small audience (top managers of major European energy companies, politicians, officials and experts). While guests sipped chilled Rhine wine, Oettinger told about dangers, which ongoing conflict in the Ukraine caused for Europe. According to the European Commissioner, the dispute around the debt of Ukrainian Naftogaz to Gazprom is particularly unsettling for the EU. If a solution is not found, Moscow could stop supplying gas to the Ukraine and Kiev, as the experience shows, can begin to take gas from the volumes that are pumped through the Ukrainian territory to the EU. Oettinger called a course to reduction of energy dependence on Russia, particularly in the field of gas, a way out. "We will present our plan of how to achieve this goal in Brussels tomorrow," - he said, urged the audience to do everything possible to ensure the EU's energy security. The reaction of the audience was mixed. Officials, members of the Bundestag and the European Parliament nodded sympathetically. Many businessmen heard the Oettinger’s speech with skeptical smiles. "Only one was true in his speech. A bill for the purchased gas is on the table before the Ukraine. And it must be paid," – a head of one of the largest German energy holding companies said.

Bulgaria is ready to build the South Stream main pipeline only after the EU approval.

Bulgaria is ready to build its part of the South Stream main pipeline only after the approval by the European Union, Boyko Borisov, the opposition leader and potential Prime Minister of Bulgaria, stated, neftegaz.ru informs.
He reported that the South Stream main pipeline prospects depend on the circumstances.
Boyko Borisov has made it clear that the construction of the main pipeline must comply with the European legislation.
"In the case of the victory of his party in the elections, Bulgaria will refuse to cooperate with the companies affiliated with Russian citizens against whom the sanctions were imposed by the European Union and the United States. Thus, the contract for the construction of the South Stream main pipeline, which was concluded with Stroytransgaz may be terminated as Stroytransgas is owned by Gennady Timchenko, who was sanctioned", - he stated.

The incident at the Achinsk oil refinery could cause the gasoline crisis.

The explosion at the Achinsk oil refinery will seriously change fuel prices in the region. The sellers of the petroleum products already buy gasoline and "diesel" at the new prices. The fuel shortage could lead to the closure of private gas stations.
The explosion at the Achinsk oil refinery happened on the night of June, 16th. According to the investigators, there was an explosion of hydrocarbon gas at the site, which caused a fire over an area of 400 square meters. According to the recent reports, eight people died.
According to the press service of " "Rosneft" the company will make every effort to restore the production in the shortest possible time. Now a plan of the disaster management and full recovery with the facilities output to the capacity of the corresponding prefault indicators of the plant has been developed. The president of the compan,y Igor Sechin personally supervises the situation. At the time of the accident preventive maintenance was planned at the Achinsk oil refinery.

Kiev wants to have the right to interfere in the gas contracts
Under the termination of Russian gas deliveries the Government of Ukraine is going to impose the emergency regulation of the energy industry. This mode legalizes the cutting of industrial consumers off, the forced purchase of gas from the independent producers and the selection of Russian transit gas. The radical government bill was submitted to the Verkhovna Rada last week along with the concept of "Naftogaz of Ukraine" reform, but the industry representatives were able to block both documents.

Russia and Austria will sign the agreement for foundation of a joint venture for South Stream

Within the visit of the Russian President, V. Putin, Russia and Austria will sign the foundation agreement for a joint venture that will be engaged with the construction of the Austrian division of South Stream, the Presidential Assistant, Y. Ushakov says. During the visit on June 24h, they will signed the shareholders agreement of the joint design company South Stream Austria. The document will be signed by the chief of Gazprom A. Miller and the CEO of OMV G. Roiss. The document regulates several points connected with activity of the joint venture. It determines the structure of the company, of the management, the rights and the liabilities of the participants and presuppose fixing of the financial principles and profit distribution between the shareholders.

Nitrogen-compressor station Grasis to work at the Khancheiskoye field

The scientific and production company Grasis has installed nitrogen-compressor station for oil treatment at the Khancheiskoye field, whose license belongs to Novatek-Tarkosaleneftegaz.
The station solves the problem of ensuring industrial safety requirements, and is used for the purging of the process pipelines, tanks, vessels - vehicles or stationary - involved in the processing.

Transoil disposes itself for possible revocation of licenses for computer software because of U.S. sanctions

The train operator of oil and gasoline tanks and locomotives Transoil, got under sanctions of the U.S. Treasury, has disposed itself for revocation of software licenses from the U.S. software companies, chairman of the Transoil’s Board of Directors, Igor Romashov reported.
"All software is prepared for possible sanctions. They don’t scare us, - he said. - If these things happen, we know how to react and we are ready. And I assure you that there won’t be any interruption in the operation of our information systems".
In became known in spring that Russian companies on the U.S. sanctions list might lose their licenses for software of the U.S. software companies.

Tomsk Prosecutor’s Office has charged 15 million rubles for associated oil gas burning from oil companies

Tomsk Prosecutor’s Office has charged 15 million rubles from oil companies for the burning of associated oil gas instead of its effective use. The service revealed violations in Tomskneft JSC, TomskGazprom JSC, Archinskoye Ltd, Gazpromneft-Vostok Ltd, Tomsk Oil Ltd, Nord Imperial Ltd, Allianceneftegaz Ltd, Stimul-T Ltd, Matyushkinskaya Vertical Ltd and Southern-Okhteurskoye Ltd. These entities burnt associated oil gas in torches that led to contaminants emission into the atmosphere. The service initiated 46 cases by Article 7.3.2, “Subsoil use with violation of the admitted technical project’ and by Article 8.10.1 of Administrative Code. “Irrational subsoil use’.

Putin: negotiations on gas have been disrupted by Kiev

The President of Russia, V. Putin thinks that the negotiations for gas between Russia and the Ukraine have been disrupted by Kiev. He claimed that in hise phone conversation with the leader of Germany A. Merkel and the President of France F. Hollande. They discussed in the conversation the possible consequences of disruption by Kiev of the negotiations for setting down of the point of the debt for Russian gas supplies for the European economy and energy efficiency. Mr. Putin worries about the situation in South-Eastern Ukraine.
