Rosneft wants to be the sole supplier of fuel for Ministry of Internal Affairs

As the Kommersant has got to know, the Russian Government prepares a draft order, which will give Rosneft the status of the only seller of fuel to the Ministry of Internal Affairs. Fearing to lose the market independent suppliers complained to the Prime Minister Dmitry Medvedev, the FAS, the Ministry of Economy and the Chamber of Accounts. According to them, to provide all structures of the Ministry with fuel, Rosneft will have to buy fuel on the market, which will lead to the increase in the prices and the budget’s costs. The FAS promised to check the complaint, and the Ministry of Economy already believes that the status of a single supplier on the markets with developed competition shouldn’t be given in principle.

On March 25, the Council on Commodity Markets (SPTR, unites independent participants of the fuel market) reported to the Prime Minister Dmitry Medvedev about its concern on the Rosneft’s intention to obtain the status of a single supplier of motor fuels for the Ministry of Internal Affairs. Copies of the document were sent to the head of the Federal Antimonopoly Service Igor Artemyev, head of the Ministry of Economy Alexei Ulyukayev and head of the Accounting Chamber Tatyana Golikova.
