Lukoil suggests the introduction of amendments to the Subsoil Law

Deputy General Director for legal matters of Lukoil-Western Siberia LLC Alexander Sashin believes, it is necessary to unite the state and the state ecological expert examination into one state expert examination. He made this suggestion at the meeting of the State Duma Committee for power industry.

He reminded there are two stages of ecological expert examination – the state and the state and ecological. At the same time, the state expert examination already contains the assessment of the impact on the environment. As a result, the enterprises have to pass two expert examinations conducted by different state institutions. “We propose introduction of amendments to the legal acts in order to unite the state and the state ecological examination in order to found a united expert examination. The subsoil users will have to deal with only one institution, thus they can pass the procedure earlier”, Sashin said.
