License for subsoil area to be given to sole tenderer

Head of the Russian Ministry of Natural Resources Sergei Dosnkoy has sent a letter to the Vice Prime Minister Arkady Dvorkovich with proposal to make amendments in article 13.1 of the law “On subsoil”.
Sergei Donskoy thinks that it’s necessary to provide for situation, when sole tenderer can receive right to use subsoil area. Today auction with sole tenderer is considered invalid, although even the only bidder can win in contest.
