The company Sibirsky Barrel has announced its plans to construct a refinery with capacity of 1 million tons of oil per year in the Altay region by 2018. Analysts and the Authorities considers the absence of their own oil production in the region the main project risk – this will prevent the company to set competitive selling prices for its products.
