Gazprom to pay in full – Government wants to increase taxes for the monopoly
While additional payments from Rosneft to budget are open to question, the Government has found new way to increase Gazprom’s deductions. As Kommersant has dicovered, the Parliament discusses amendments to the just approved formula of MET calculation, as a result of which the tax burden for the monopoly may increase by 126 billion rubles per year. The issue on the introduction of export duty for gas, supplied to Turkey via the Blue Stream gas pipeline, was brought up again – this will give about 45 billion rubles more to the budget per year.
As Kommersant has found out, the Government prepares amendments in the MET calculation formula, which the State Duma approved on September 20 after multi-month coordination. Tax funds may grow on account of Gazprom: according to sources of Kommersant, it was proposed not to take into account export duty and transport expenses during gas export to the non-CIS states. Today the MET calculation formula consists of roughly ten parameters, each of which is calculated according to its own formula. Particularly, there is parameter of export price for Gazprom, which is calculated as settling price of export to the non-CIS states minus the duty (30% of the gas price) and transport. “The new way of calculation will increase Gazprom’s MET payments by 38% as compared with the current formula,” – Kommersant’s interlocutor says.
