According Ayrat Bashirov, the government of Tatarstan must form a support fund to the amount of 1 - 2 billion rubles, which will give the money for working capital and purchase of raw materials from Taif. They will be used by participants of the relevant "polymer" association, which must be created from the initiative enterprises of Tatarstan.
