Fuel customers not to be able to get penalty from Rosneft for scuttled exchange deals

Independent participants of the exchange market of petroleum products have asked the Exchange and regulators to deprive Rosneft of the privileged status of the delivery controller, because the company doesn’t pay the penalty for not fulfilled transactions. Rosneft itself considers such cases are "sporadic". The loss of the status will put Rosneft on an equal footing with the other bidders, but the Kommersant’s interlocutors doubt in reality of such scenario.

Council on Commodity Markets has complained that Rosneft doesn’t pay penalty for scuttled deals to the participants of the exchange market of oil products. According to the Kommersant’s information, the Council’s CEO Alexander Gudkov sent the corresponding letters to SPIMEX leadership and clearing organization RDK with a copy to the regulators - the Federal Antimonopoly Service and the Central Bank. "A number of members of the partnership have troubles with getting the penalty from Rosneft and we want Rosneft to follow the rules of the trading," - Mr. Gudkov said to the Kommersant.
