The State Duma to consider a draft of the comprehensive tax legislation changes.
The RF Prime Minister Dmitry Medvedev gave an order №1841-r "on Amendments to the State Duma draft of the comprehensive tax legislation changes" on September 17th, 2014 according to the website of the Cabinet of Ministers.
The bill provides for the indexation of the excise goods. In order to stabilize the situation on the market of alcoholic beverages it was offered to keep in 2015 and 2016 the rates of the excise duties imposed on the firm and low-alcohol products in 2014. With respect to the tobacco products it is offered to index the excise rates faster than the rate of inflation.
The bill also provides for an increase in the tax rate on the personal income in respect of the income from equity participation in the activities of the organizations received in the form of dividends by individuals who are tax residents of the Russian Federation from 9 to 13%, as well as the symmetrical increase in the rate of the corporate income tax in respect of the similar operations.
The water tax is to be increased at the annual rate of 15% for 10 years.
The bill provides for the implementation of "the tax manoeuvre". Under the "tax manoeuvre" it is proposed to gradually (within three years) reduce the export duties on oil and oil products (1.7 times for oil within three years, 1,7-5 times for the petroleum products depending on their type) with simultaneous increase in the mineral extraction tax on oil (1.7 times) and gas condensate (6.5 times).
In order to prevent the rise in prices of the petroleum products in the domestic market the gradual reduction in the rate of the excise duty on petroleum products (2.2 times within three years) is made, as well as providing the tax deductions of the excise duty amounts on receipt (purchase of property) of the individual petroleum products (gasoline and aromatic hydrocarbons for the needs of the petrochemical plants, jet fuel for the aircraft refueling) by the consumers in the domestic market.
