The launch of the oil refinery in Kara-Balta is postponed to November 2013, not on October 20 as it was planned before. They report that at first they planned to launch the plant partially but later decided to perform full launch. They have closed oil purchase contracts with Russia, Kazakhstan and the southern regions of Kyrgyzstan, and now the oil refinery has partially bought out oil and fuel oil.
