Liberalization of access to shelf will touch only Lukoil

Severneftegaz and Chernomorneftegaz are excluded from the list of the companies able to compete with Gazprom and Rosneft at the Russian shelf on the basis of the licenses issued before 2008. According to the amendments to the Law ‘About subsoil’, liberalization of access to shelf will touch only Lukoily. It will remain the holder of the sites in the Baltic Sea, Izvestia writes referring to the recall of the Presidential Administration and the project of the report of the Government to the President Putin.

The structures of the billionaire V. Lisin can be released from the right for oil and gas production at 5 shelf sites at the Black and the Barents Seas by the end of 2017. Izvestia has a copy of the negative recall of the Presidential Assistant, A. Belousov. The project of the report of the Government to the President Putin names only Lukoil among the private companies that will remain the holders of the hydrocarbon shelf sites.
