Donbass sells coal through Russia.

But Kiev has not yet succeeded in adjusting the deliveries.

Vladimir Putin acknowledged Russia's participation in the negotiations with the Ukraine in Donetsk and Luhansk self-proclaimed People's Republics (the DPR and the LPR) for the supply of steam coal. The source of "the Kommersant" has previously stated that the Russian government demanded that Russian Railways had limited the supply of coal into the country so that Kiev began to purchase it from the neighboring republics. The president stated it was different – the Ukraine has asked Russia to put pressure on the Donbass, but due to the closure of banks in the republics the coal can not be paid for. It is still not coming from Russia.
