Gazprom got 17 subsurface sites, Rosneft – 14 in 2013 without the holding of competitive tenders.
The Head of the Ministry, S.Donskoi asserted about it during the public council in the Ministry of Natural Resources and Environment. The income from subsurface users to the budget in 2013 exceeded the annual income by almost 4 times and made up more than 160 billion roubles.
