Kazakhstan can substitute construction of the fourth oil refinery with broadening of one of the active plants

Kazakhstan can substitute the construction of the fourth oil refinery with the further expansion of one of the existing plants, probably the Shymkent oil refinery, the CEO of the KAZENERGY Association, A. Magauov says. In his opinion, the period of the petrol deficiency will last only until the completion of the reconstruction of the three Kazakh oil refineries. However there exists the tendency in the world that the mini-mills are not competitive. These are plants with capacity of less than 5 million tons and should be closed. In connection with that, the construction of the fourth plant is economically unreasonable when the oil products deficiency is only 1-2 million tons. Moreover, Kazakhstan is inceasing its refining capacity to 18 million tons. The light oil products yield will be provided for, and in the medium term future, Kazakhstan will be able cover all needs with the existence of the 3 plants.
