Kazakhstan tries to decide where to build the fourth oil refinery

On September 18th, the Minister of Oil and Gas of Kazakhstan, U. Karabalin claimed that they have not made the decision about the location of the fourth oil refinery. He states that construction of a plant is a long process and needs elaboration of the concept and selection of the customer. He confirms the need for the construction of the new plant at the same time. ‘If anybody extracts crude oil here, transports to Europe, refines it there, why not leave and refine it here gaining a profit?
