The EU summit again accuses Russia in the Ukrainian crisis, but decides not to punish it severely.

The EU summit again urged Russia to "actively use its influence" to resolve the crisis in Ukraine. The leaders of 28 countries called for "a peaceful resolution of the crisis" and for "an immediate and comprehensive ceasefire" in order to "create the necessary conditions to support the Poroshenko’s peace plan", according to the final statement released. However, the document does not state that the peace plan of the President of Ukraine has long been a military plan, which killed thousands of people, including the civilians.

Summit endorsed the quadripartite consultations between Russia, Ukraine, Germany and France, as well as the Berlin Declaration on July 2.
