Sayanskkhimplast (the Irkutsk Region), the second largest producer of polyvinyl chloride (PVC) in Russia, and the "Angarsk polymer plant" (APP, Angarsk, the Irkutsk Region, part of Rosneft) had drawn the Federal Antimonopoly Service (FAS) of Russia to the dispute on the formation of prices for ethylene, CEO Sayanskkhimplast Nicholay Melnik stated at the session of the legislative Assembly of the Irkutsk region on Wednesday.
