Russia can possess non-traditional liquid hydrocarbon reserves of 40 billion tons, and the volume can become much more precise after 2015, when Russia will start the full evaluation of reserves of this sort, the Ministry of Natural Resources and Ecology reports. The Governmental order edited on April 10th assigned to the Ministry of Natural Resources and Ecology the authority to set the order of determination of the grades of transparency and effective oil productive width of a deposit at a hydrocarbon field. This order is necessary for applying of benefits to mineral tax rate for the subsoil users developing hard-extractable oil reserves in low-transparent layers and non-traditional deposits, the Minister of Natural Resources and Ecology S. Donskoy says. In his opinion, hard-extractable oil development is more important than shelf development.
