Given the will: Artur Chilingarov’s to "Rosneft" does not prevent him to become the head of the future Ministry of the Arctic.

The decision of Artur Chilingarov, the RF President’s representative on international cooperation in the Arctic and Antarctic, to change his position in the Federation Council for membership in "Rosneft" does not exclude him from being a contender for the place of the Minister of Arctic and Northern Territories. However, the project to create the new agency is still under development. Still the inclusion of Chilingarov to the Board of Directors of "Rosneft" is certainly a significant event, the correspondent of nakanune.ru states.

Lets recall that the idea of creating the Ministry of Arctic and Northern Territories was announced in early July. According to the author of the concept, Alexei Mukhin, the general director of the Center for Political Information (CBI), the new agency is designed to solve the urgent problems of the northern territories: to attract budget funds for their development and to justify Russia's claims to the Arctic shelf. Despite Artur Chilingarov’s departure from the Federation Council, he remains a top contender for the post of the head of the new department.
