Hydro-electric power stations in Russia to be eternal, even if energy system doesn’t need them

On November 13th, the Government’s commission on electricity will solve an almost impossible task: it must determine the fate of the 15 GW power plants that haven’t passed the competitive capacity outtake for 2015. If, as usual, to give them a higher rate, consumers will have to pay 40 billion rubles more to the power industry, but if to close the most expensive thermal power plants, then there will be risks to the power grid and district heating. A special challenge for regulators became 2 GW of "extra" hydro-electric power stations: it turned out that according to the Russian law it’s almost impossible to stop hydro power generation.

On November 13th, the Government’s commission meeting on electric power under the leadership of the Deputy Prime Minister, Arkady Dvorkovich should take place, where the fate of plants that haven’t been passed the competitive capacity outtake for 2015 will be decided, several sources in the industry reported to the Kommersant. A representative of the Deputy Prime Minister doesn’t comment on this. During the competitive capacity outtake “the cheapest" stations are selected, which will receive a fixed fee for power (about 30% of thermal power stations’ revenue). And the Commission will now have to make a choice between the interests of consumers, the regions and the power generation: five times more capacity didn’t pass the last competitive capacity outtake than in the previous year - 15 GW. The power stations can request the status of a "forced generation", which gives you a higher rate, to receive payment. If it will be got by all facilities, haven’t passed the competitive capacity outtake (CCO), the consumers will pay about 40 billion rubles more in 2015, says the Kommersant’s source in the industry.
