The RF Ministry of Natural resources places a high priority to the study and development of unconventional hydrocarbon sources.

This was announced by Sergei Donskoi, the RF Minister of Natural Resources and the Environment, on March 5th, 2014 during a meeting on the topic: "Tomsk region as a testing ground for developing an effective innovational stage of the Russian Federation subsoil development".

According to him, the necessary measures are provided by the state program of the Russian Federation "Reproduction and use of natural resources", approved by the RF Government. The differential rates of tax on mineral extraction are set, the system of deducting exploration expenses of the subsoil users from the severance tax sum is in the development, etc.
