Russia Natural Gas Transport Fuel Targets for 2020,NGV market overview in Russia

The NGV global market is rapidly developing and for the largest gas companies, NGV fuel has become a priority business. The number of gas vehicles has now exceeded 13 billion and the International Gas Union forecast shows that the NGV fleet will grow to 50 million units by 2020.

Gas motor fuel is fast becoming one of the most promising methods of LNG, CNG and LPG application. Natural gas has huge potential as a means of using motor vehicles in an energy-efficient, cost-efficient and environmentally friendly way.

Demand in Russia for NGV is at an all-time high. The past decade has seen natural gas as a transportation fuel grow in Russia, including a 6% growth in the number of NGVs and a 2% growth in the number of natural gas filling stations.

Compared to 2011, in 2012 Russia showed a 5 per cent increase in CNG consumption as a vehicle fuel – up to 390 billion cubic meters (0.45 million tons of fuel equivalent). If the Russian market continues to progress steadily, by 2020 the CNG fuel consumption is forecasted to increase to 10.4 billion cubic meters per year.

Government support for NGVs

In May 2013, Russia adopted natural gas transport fuel targets for 2020 to promote the use of gas as a fuel for road and public transport. The targets were as follows:

• Converting up to 50% of transportation equipment to those supporting natural gas in cities with populations of more than 1 million people
• Converting up to 30% of transportation equipment to those supporting natural gas in in cities with a population of over 300,000 people
• Converting up to 10% of transportation equipment to those supporting natural gas in in cities and towns with a population of over 100,000 people

Realising this strategy would give the Russian economy a significant boost in the automotive, gas and transport sectors.

Gazprom Gas-Engine Fuel was set up on December 6, 2012. According to Gazprom’s decision, Gazprom Gas-Engine Fuel was identified as the company that would consolidate the Group’s assets related to the natural gas vehicle (NGV) fuel production and sales.

Major activities right now are: creating the infrastructure for the Russian NGV market development construction of compressed natural gas filling stations (CNG) filling stations, cryogenic filling stations, natural gas liquefaction facilities and other required facilities. The 2013–2014 Investment Program of Gazprom Gas-Engine Fuel provides RUB 13.8 billion. The top priority is building the NGV infrastructure in more than 30 Russian constituent entities.
