Ministry of Energy states that Russia has 40 million tons of excess refining capacity and they might be closed.
The head of the oil and gas refining department of the Ministry of Energy M.Griaznov stated.
Currently, Russia has more than 300 million tons of oil processing capacity. Processing volume is in the range of 286-290 million tons.
