‘Speaking about Atyrau oil refinery, it’s located in the center of the natural oil production that’s why we understand that it will be always loaded with raw materials. However Western Kazakhstan is not a heavily populated region that’s why, whereas it sounds paradoxically, we will face excess oil products yield after the reconstruction of 3 oil refineries. As for the export potential, Russia does not wait for us, neither China. In the west, we border to Azerbaijan and Iran that are self-reliant in the spheres of oil and oil products. The only region that can be analyzed for the future oil products exports is the Central Asian states that do not have own sufficient oil refining capacities and growing population, and Afghanistan’.
