Russian Federal Service for Ecological, Technical and Atomic Supervision finishes the investigation and announces the reasons for the accident at the deposit named after Trebs in the Nenets Autonomous District.

Russian Federal Service for Ecological, Technical and Atomic Supervision has finished investigation of the reasons of the accident at the deposit named after Trebs, the development of which was carried out by Bashneft (Bashneft-Polus) and Lukoil, the Service reports. According to the Service, the accident happened at the well №11 Varknavtskaya. Within re-opening of the well, an open flow of water-oil-gas mixture without inflammation happened. The reasons of the accident were the use of a lifting nubbin, not corresponding to standards, and the absence of a blow-out preventer at the collar. Now work to eliminate the accident is underway.

Lets recall, on the evening on the 20th of April, 2012, within the re-opening of the prospecting well at the deposit named after Trebs, the accident with an emission of floating oil occurred. By the morning on the 22nd of April, 2012 the blow out of the well was eliminated. Nobody was injured as the result of the accident. Afterwards it was reported with the reference to the Engineering and Technology Center Scanex, that about 42 thousand square km is polluted in the Arkhangelsk region because of the accident at the oil deposit. It was noted also that the volume of oil spillage at the deposit named after Trebs is not less than 1 thousand cubic meters. The accident became the reason of resignation of two top-managers of Bashneft.

At present, the Federal Agency for Subsoil Use canceled the order of the transfer of licenses for the development of the deposits named after Trebs and Titov to Bashneft-polus, considered them illegal. According to the Agency, the license must belong to Bashneft, which directly got it in results of the contest in the beginning of 2011. Later the company found a partner for the development of the deposits – Lukoil. A joint venture for the development of the deposit was created – Bashneft-Polus, 25% of which was purchased by Lukoil for $153 million (Bashneft has other 75%). In turn, Bashneft-polus purchased 29 prospecting and exploratory well at these deposits from Lukoil – for $60 million. The parties agreed to transport oil from the deposits via the transport infrastructure, belonged to Lukoil.

The total recoverable resources of industrial oil (C1+C2) of the deposits named after Trebs and Titov, estimated in accordance with Russian classification and accounted on the official balance, make up 140.1 million tons.
