The Tomsk region and the Ministry of Natural Resources and Ecology have signed the agreement on hard to extract oil fields

The Governor of the Tomsk region S. Zhvachkin and the Minister of Natural Resources and Ecology S. Donskoy have signed the agreement on foundation in the region of the federal test field for development of the technologies for prospecting and production of hard to extract hydrocarbons. The document is aimed to creation of the technologies that will provide profitable production of oil and outstripping the replenishment of the mineral and raw material base. This experience will be spread to other Russian regions.

Mr. Zhvachkin says that within 50 years of oil production they have extracted only 20% of the explored reserves. Moreover, the region has an immense territory of unexplored reserves. The region maintains oil-rate plateau but the administration understands that production will decline one day if no new approaches are applied. The region will probably grant tax benefits to the participants of the project.
