Rosneft proposes to give foreign companies the status of the fuel and energy sector entities by adjusting the law "On the continental shelf". This status allows a company to own licenses for the operation of dangerous projects. These include drilling rigs, refineries, electric power stations, fields and many other projects. The Ministry of Economic Development opposes the initiative, explained this by the need for the registration of foreign FEC structures under Russian legislation. The Ministry of Natural Resources supports the Rosneft’s position.
