Zapolyarneft and Yangpur are fined for low level of APG utilization in the Yamal-Nenets Autonomous District

The Department of the Federal Service for Supervision of Natural Resource Usage in the Yamal-Nenets Autonomous District has fined four oil-producing enterprises 9.7 million rubles for inefficient use of subsoil, the press centre of the District’s public prosecution office reports.
The audit found that Gazpromneft-Noyabrskneftegaz, Zapolyarneft (a part of Gazpromneft-Noyabrskneftegaz), RITEK (a subsidiary of LUKOIL) and Yangpur (a subsidiary of Tekhneftinvest) didn’t comply with the standards of the APG utilization that were declared in license agreements. For example, Yangpur has utilized only 17.3% of APG instead of 95%.

About a half of hydrocarbon fields in the Tomsk region are not developed

About a half of hydrocarbon fields in the Tomsk region haven’t been developed; 20% of approved reserves stand idle, the Governor of the Tomsk region Sergei Zhvachkin said.
According to him, on the whole, in 2012 the Tomsk region exceeded average Russian rates in producing sectors – 103.4% against 101.1% in Russia. The industrial production index (102.6%) is close to the average Russian one (102.5%). None the less, he noted that the extraction of commercial minerals in the region is insufficient. “New oil and gas provinces in the Tomsk region are not developed and this influences thet growth of the producing industries in neighboring regions in the east. Only 58 oil and gas deposits (of 129) are developed in the Tomsk region - less, than a half. And 20% of approved reserves in the region stand idle,” – Sergei Zhvachkin said.

TMK has published its accounting for Q1

TMK has published its non-audited consolidated operational results for January – March, the period that finished on March 31 2013 in accordance with ISA.
Total pipes sales declined by 2% to 1.060 million tons versus Q4 2012, due to the decline in demand in the segment of industrial purpose welded pipes. In comparison to Q1, pipes sales increased by 5% due to growth in consumption of large diameter pipes, seamless linear pipes and seamless cut pipes of oil and gas segment (OCTG).

NLMK launches new steel smelting plant in the amount of 38 billion rubles in Kaluga

NLMK-Kaluga, the plant that produces steel and building purpose bar sections, has smelted the first ton of steel during the hot test of electric furnace and rolling-mill shops, the NLMK’s press release reports. In June, the enterprise plans to organize industrial production of reinforcing and shape steel-rolled stock, and to start to sale finished products.

Gazprom doesn’t exclude that antimonopoly investigation of the European Commission started to decrease price of Russian gas

Gazprom doesn’t understand clearly the aim of the antimonopoly investigation of the European Commission and doesn’t exclude that it was started with aim to decrease prices of Russian gas with administrative measures, the Gazprom export’s General Director Alexander Medvedev announced today, speaking at the 8th international conference “Energy Dialogue: Russia and the EC. Gas aspects”.

Gazprom does not carry out work on the pipeline via the Ukok plateau

Gazprom has not admitted the investment decision about the Altai pipeline via the natural park Ukok, no work is executed and no design financing is presupposed before 2015, the Deputy Chairman of Management Board of Gazprom V. Golubev says in his letter to the Ministry of Natural Resources; RIA News  possess a copy of the letter.
The pipeline was planned to be laid via the territory of Altai Mountains uniting West Siberian gas deposits with China. Multiple ecological and public organizations have been asking many years to change the route, leading it away from Ukok.

Surgut’s Authorities to sell its share in Surgutneftegaz

Deputies of the Surgut’s municipal duma have made changes in the prognostic plan of municipal property privatization in 2014, in accordance with which the city’s share in Surgutneftegaz in the amount of 0.0278% will be sold in 2014, the duma reports. It is a question of sale of 12 083 thousand ordinary shares of the company. Valuation of the shares isn’t given in the report.

Fitch ready to increase Rosneft’s rating

The leading western rating agency Fitch Ratings has reported about good prospects of the Russian oil company Rosneft at the global market. The new joint venture for development of the Karabobo-2 deposit in Venezuela strengthens international activity of the company in the segment of hydrocarbons exploration and production. As a result, Fitch can change Rosneft’s rating to BBB with stable forecast.

Varieganneftegaz shows stable level of oil production

TsDO Varieganneftegaz (a part of Rosneft) shows a stable level of oil production. As of May the 28th, from the beginning of 2013, 3 074.371 thousand tons of hydrocarbon were produced at all licensed sites.
This corresponds to rates of the last year.

Gazprom and Dutch GasUnie to sign a memorandum of cooperation today

Today, Gazprom and Dutch Gasunie will sign a memorandum of cooperation, the company’s representatives stated at the Energy Forum in Groningen (the Netherlands).
In early April, the companies signed a letter of intent. The document provides for cooperation between the companies to explore the possibility to expand the Nord Stream gas pipeline, and the implementation of other infrastructure projects in Europe to provide reliable supplies to the countries of North-Western Europe and the UK. The signing ceremony took place in Amsterdam in the presence of Russian President Vladimir Putin and Prime Minister of the Netherlands Mark Rutte.
Let’s recall, at the end of 2012, when the construction of the first two strings of the marine part of the Nord Stream was completed, the Gazprom’s Head Alexei Miller said that the partners in the Nord Stream consortium found that the construction of additional strings is expedient. At the beginning of April, Miller received approval for the further development of the project from President Vladimir Putin. The Great Britain was called the target market for expansion of the Nord Stream’s capacities.
